The answer is C. It is "Travellers" and not " Travelling".
If it was "travelling", then D is the answer. Because both Bus and Train are used for Travelling and so "train" and "bus" are two different modes used for travelling.
Whereas, in the question, it is "travellers" meaning: Travellers have the choice to either use a Bus or a Train as their mode of commute.
Hence, it is option C.

C is correct. Because some people travel by bus and some by bus. And rest will choose as per requirement. So C is correct.

Here we go: Option D is not correct because All travelers do not travel by bus or train, they can travel on a plane, a boat or even walk.
But option C is not correct because there is no relation given for the travelers who travel by both bus and train, so the answer is the figure of question 2, option C.
Since option C is wrong we are forced to consider option B because there is a possibility of no relation among the three. Here is why, Travelers are humans, bus and train are just vehicles and we cannot combine bus and train since the word vehicle is not given in the question.

I think the the option D may also be correct because in that ' the greater circle may represent travellers and inner two circles represent train and bus.
