Rain should be followed by Flood.
So, Rain, Flood... Option B & D only satisfies the above condition.
Now, 2, 4, 5, 1 is the common series in B and D.
Now the oscillation between 1. Protect & 3. Relief.

Here pressure means heat stress. Due to this heatness rain, then floods come and we protect the people nd arranged them for treatment like relief.

Pressure means "Due to which rain begins", Then Rain occurs. For which Flood occurs. Protect People then arranged for Relief (treatment).

Because of pressure (heat) we will get rains. Heavy rains cause floods. We need to protect ouselves from floods. Now we can feel relief.

I think pressure is due to wind, then followed by rain and then floods thereby protecting the people and then can feel relieved.
