In general, the root is the base of plants and then stem comes out giving the leaves. Leaves carry the photosynthesis which develops the plants further to give flowers and fruits from it.

It should be 2 4 3 1 5 because, let assume a fruit fall from a tree, then comes its seed (which is not given here), after that there comes root, then stem, then the leaf, and the flower.
