Letters involve words and lots of words make a phrase and 2 phrases is a sentence and lots of sentences make a paragraph.

Phrase are meaning sentence whereas sentence may or may not be meaningful.
Eg. He approaches her and says he loves her.
Is a one sentence - "He approaches her and says he loves her ".
And two phrases - "He approaches her" , "says he loves her ".
Eg. He approaches her and says he loves her.
