The given answer is correct. The sequence is not about how we put it but it is about dependency. An empty envelope can be posted. But a letter without an envelope cannot be posted. That is why the envelope comes.
This is a fine line because you can take envelope first and letter second to put in it and vice versa. Hence we have to find a better and logical sequence, thus the dependency sequence. Hope this clears all doubts.

The letter means it's already written. So the sequence goes this way.
We take a envelop put Letter into it go to post office and after clearance, it is delivered.

I think letter should come before envelope. Yes, it does mean that it is already written but we put the letter in an envelope.
Put the letter in an envelope -> post it in a post-box -> post offices clears the letter -> then delivery.

Letter means you already written and if there was a paper in option then we take first paper, write on paper which becomes a letter then put it in an envelope.
