Answer is B because normally leaves on time does not guarantee that train today leaves on time so Statement I is wrong.

Statement 2 is correct because it gives the time of scheduled departure means train depart at that time.

The train 'normally' leaves on time. This means there are day, however rare, when the train doesn't depart on time. It doesn't mention if 'today' is among those normal or rare days.
