I am confused, how D can be the answer? 2nd statement neither seems to be a cause nor an effect. It itself containing a cause "lack of teacher" and effect also "late exams". As a whole its becomes a reason for university to decide on conducting early exams. So B is correct.

I believe the answer is "D" cause the first statement indicates that the officers wants to conduct the exam soon which is the effect as the results were published late which is d cause and the second statement means the results are published late which is the effect of lack of examiners which is the cause.

How can be the answer is B. As it is mentioned in the 2nd statement that the result were declared late because there were less no.of examiners. So what will be the difference if they conduct exam in any month.
