According to me, if the civic administration has recently hiked the property tax of the residential buildings by about 30 percent is the cause then the effect would be a mob had collected in front of the civic headquarters to protest against its implementation whose effect, in turn would be Police had resorted to lathi-charge to disperse the unruly mob from the civic headquarters.

Moreover lathi charge is an 'action' hence has to be an 'effect' cannot be a cause.

As civic admin hiked tax rate, people decided to protest at civic headquarters, causing police to resort to lathi- charge.
