Statement 1 is clearly a cause. Because it is the decision of the govt to increase or decrease the prices. This action of the govt may lead to several other effects. Statement 2 can be a cause or an effect. But since both are unrelated in any sense, I think both are independent causes. So option C.

Option D is right.
In 2nd statement, the time period of "last week" is not cleared then how could you relate that sentence with 1st one.

Answer should be D only as the Govt reduced the prices because of something after increasing it first so this is clearly an effect also as the inflation rate has came down it was because of reason only but not the same as above.
