I think answer should be A. As schools are closed for so many days. Parents withdraw their children from that closed schools and joins them in other schools which are not closed for so many days.

Schools being shut down might have due to any calamity or any other problem but withdrawing students might be due to lack of education quality. So there might be chances of being independent causes.
