I will go with C.
Locality and City are 2 different things. A City has many localities in it. There is no reason why would people in particular locality protest for a mall, as there are already many malls in the city?
Possible reason to protest would be ,that will increase traffic in locality, or more noise etc etc.
And the reason for municipality for approving many malls coudl be as it generates more tax opportunities or causes development etc.

I Might people could protest for some other reason also and not just because there are many malls in the locality.
The municipal authority is allowing the opening of malls for some other reason and people could be protesting for the same or the other. It's not written that people are protesting because there are many malls. Many malls in the city l could be the reason but it isn't sure.
Hence, D is correct.

The very fact that you are mentioning the possible causes of the given statements makes C the wrong answer. The given statements, clearly, are effects. I agree with the explanation though. Hence, I believe the answer should be D.

And people of the locality are protesting against the same. (Protesting against something cannot be a cause it's an effect).
So, the right answer is B.

Locality and city both are same. You are locals if you belong to the city. Residential areas could have made some difference.
