Option C is right because there is no relation of O and we can not take O as a mother maybe it is a father so we can not call M is maternal uncle because there are possibilities of paternal uncle also.

Answer C is exactly correct because relation of o is clear. Maternal uncle means mothers brothers and question want only gender between M and N so option C is correct.

It was about finding if m is the maternal uncle of N.
So firstly we have,
O is the daughter of M then.
O is the sister of N.
N is the brother of P.
Considering this O and N are brother and sister which does in fact make M the uncle of N because they never said O is sibling of N.
So firstly we have,

Maternal uncle means mothers brother and then paternal uncle is fathers brother uncle means we call generally our relatives.
