We measure distance in mile, similarly, Liquid is measured in litres.

I think distance is a physical quantity and mile is its unit but liquid is a state of matter i.e. it is a matter not a physical quantity. It's mass or volume or density etc are the physical quantity. The unit of volume is a liter. In a straight way, we can say that distance is measured in mile and liquid can be measured in the liter. But is it correct scientifically?
