Vandalism does not always result in violence when the perpetrator is not caught. There is always vandalism and different places have different degrees of tolerance.

One case of vandalism in one place may not be a case of vandalism to another place.

Vandalism means action involving deliberate destruction and damage in the same way ravage gives meaning of severe and extensive damage.

Violence means hurting someone physically.

I think the answer should be Ravage, Vandalism does not necessarily mean Violence as violence involve loss of human life and violence has a vast scope of meaning unlike Vandalism.

Answer might be ravage because it is more appropriate than violence.

Why it's not ravage?

Even ravage means also to damage something by war/drought etc.
