Capricious means unconventional or freakish. So whimsical is correct answer.

Why not option C and D, capricious also means erratic and unpredictable? can anyone explain why we choose only B?

According to most of the dictionaries capricious means unpredictable or fickle. Whimsical is partially correct but unpredictable seems more correct & appropriate.
