Please refer following for better understanding,

Turning = a place where a road branches off from another.
Shifting = move or cause to move from one place to another, especially over a small distance.
Taking = the action or process of taking something.
Toying = consider (an idea or proposal) casually or indecisively.

For eg. "I was toying with the idea of writing a book"

So, Shifting is the correct answer. Because other words mostly related to particular objects but only shifting relates to every single object so shifting is correct answer.

Shifting means. Replacing any object or changing position so toying is correct. (eg for toying. If a 2or4 Wheeler vehicle breaks down due to a puncher, steering lock, vehicle accident etc. While peoples (technician) used a word called toying.

Turning is different from moving, because when you turn something it doesn't move to its original position so in short turning is stationary.
