Why can't it be safety? because we generally say that rescue operation to provide safety. (e.g. the government took rescue operation that's why the count was less).

In defence only the word used more. So it expresses the word best enough.

Help = To aid someone.
Defense = Protection against harm.
Defend = To prevent someone from being harmed.
In this context, Help is more accurate than Defense. If the option was DEFEND instead of DEFENSE, then that could have been the answer.

But the meaning of DEFENCE is also PROTECTION FROM HARM then why it is not a correct answer.
