Rescue = Saving someone from harm.
Help = To aid someone.
Defense = Protection against harm.
Defend = To prevent someone from being harmed.

In this context, Help is more accurate than Defense. If the option was DEFEND instead of DEFENSE, then that could have been the answer.

Why can't it be safety? because we generally say that rescue operation to provide safety. (e.g. the government took rescue operation that's why the count was less).

Whereas Defend is to fight against any evil one which causes harm to a person.

So saving from danger is helping, so answer is correct.

Rescue process is done after misfortune happened, so I guess here defense is better choice.
