The adverb too is used to show undesirable extremes. It has a negative meaning.

She is too fat.
He is too tired.

We say about reading book always in a positive way not in negative. So too is wrong here.

@Nta that's what I'm also thinking when he is regretting it he should use too only, grammatically D is the correct answer and shouldn't it be "books written by R. K" or "books of RK".

Generally 'too' means that you don't like the situation.

For example, "There is too much food on my plate" means that you're not happy about it.

Too can't be used with many because too means excessively and it doesn't make any sense, excessively with many as their meaning is same.
