If conditional statement: Type 2. Answer must be C.

Another example: "Were you a bird, you would fly in the air".

Type 3: Had+v3, would have + v3.

If he had seen you, he would have been surprised.

See this is not an interrogative sentence so the use of were in the beginning is not correct, to make it correct use the word 'If'.

I don't agree with this answer. I think the correct correction is, "he was" because he/ she always contains "was".

No, that is just right. You don't always follow the singular noun-singular verb policy. It's case to case basis.
