Why not the method was suggested explain and why c?

Option C is right because we use verb 2nd form in whole the sentence so no need to use have in the option C.

What is verb 2nd form? can anyone please explain it.

"More Quickly". It is wrong because, comparative form of Quick is Quicker, so more quickly is not making any sense here.

English verbs have five basic forms:

The base form, the - S form, the - ing form, the past form, and the past participle form.
