The term 'Penetrate into' suggests REDUNDANCY which is to be avoided in the English language. The word penetrate is self explanatory and thus does not require the word 'into' to follow it. For eg We usually either say call back or reply but never say reply back because the word reply itself means call back and using reply back would lead to redundancy.

Penetrate - Pass into or through.

Penetrate itself means moving into, so into is not required.
