Here "reason" is already stated, so because is no more needed. May be thats why 'Because" is replaced by "that". :).

Please don't make your own rule. There is no point of redundancy here. I have seen various sentences with the usage of both "Reason" and "Because". You can check that on google.

The Oxford dictionaries have a discussion on the phrase the reason is because in the usage note for the word reason. They conclude that it's acceptable.

I think the phrase 'why he was rejected' is the reason for the use of the word that.

That is replacing "was because" if you read the sentence correct. Answer is right but it should replace 'was' also.
