I agree that ' had been ' should be used as there is ' quarreled ' but why can't we change ' quarreled' to 'quarrel'.

The Answer is A.

Here 2 past event is described. If there were 2 past event then the previous event is in past indefinite and the more previous event is in the past perfect.

In a sentence we cannot use peresent perfect (have been) with past tense (quarreled). In this sentence quarreled shows past and with past we always use past perfect. Its a grammer rule.

Had been might be right "have been" conveys that they are still friends but not as close as they must be.
