I agree that ' had been ' should be used as there is ' quarreled ' but why can't we change ' quarreled' to 'quarrel'.

The both seems to be correct, but since the action "quarrelled" happened in the past so it's better to use past perfect.

In the above statement " quarrelled " is representing past tense. That's why our statement also represents past tense only. Replacing "have been " to " had been".

This is correct because given sentence can neither be present perfect continuous nor past because in the perfect continuous verb is always in its first form +ing.
