"At" is used when you are at the top, bottom, or end of something; at a specific address; at a general location; and at a point.

"In" is used in space, small vehicle, water, neighborhood, city, and country.

The sentence "I could not put up in a hotel" has an error in the usage of the phrasal verb "put up. ".

Explanation:
The phrase "put up" means to tolerate or endure something, or it can mean to provide lodging for someone.

However, when referring to staying temporarily at a place, the correct phrase is "put up at".

The sentence should be corrected as: "I could not put up at a hotel".

This conveys that you were unable to stay at a hotel.

It's not appropriate to use in for a place. So it's option A.

As per rules, we cannot use an article in front of hotel, remove "a" infront of hotel.
