Option D is correct.
The verb agrees with the subject which is geographically nearer.
Take an example:
Neither the President nor the members of the cabinet (are/is) behind the bill.
Members is nearer the verb than President, so the verb is plural, agreeing with members.
Hence -- are.

Consider the choice B in it the " nor his father were interested" could be the one I feel that requires the correction.

Here he and his father both are singular. So the verb used should also be singular. So D is correct.
