Here whom to or whose contact is not specified so the will not come before "contact". Eg He should come in the contact of a policeman.

"The" is used to denote particular nouns. Here in this sentence "come into contact with the best part. In the world "means that mentions anything the best to be chosen. So "the" is negligible. I think it would be correct.

'Contact' is a non count noun that's why it is removed.
