According to me, "too" use for negative impact and intelligent is not negative it is positive so 'too intelligent'is wrong.

As @Savitha said "too" is used for showing negative impact. So D is right option.

Too intelligent is wrong. Intelligent already explains that he is at top than others. In English we are not supposed to use "very brilliant or very unique". Hence no need to use "too" before intelligent.
