"Describe" is to explain about and two "about" cannot be used. So, answer is C.

Here "About" is not required as problem can't be followed by about.

C is also incorrect. Reason: In any sentence, same word should not be repeated.

@Shivi is right we don't use about just after the discuss/describe/illustrate.
