Afford? Come on! That completely changes the meaning of the sentence!

Option B is the answer. Upon is used here as there is movement involved (fall back upon). The tools you had been - correct as after reaching at higher positions you can't rely on tools you used to rely on at lower positions.

To fall back on (opon) means: If you fall back on something, you do it or use it after other things have failed. The answer must be C.

I think there is an error in option C. This is because fall upon seems to be perfectly fine.
