I think It should be like below.
In - He is 'in' trouble. (In is used when the object is already in target).
Within - He will finish task 'within' 2 hours (Within is used when the object has to process with a specific limitation like 'within 2 hours').
Into - Look into the box. (Into is used when the process of the object has to run inside target).
So, the answer should be C.

I believe both option B & C are wrong because it should be convicted and hung within a short period of time.

Hang is a verb and we not use article a the or an with verb. Article are use with noun.

B seems to be the answer as "convicted the hung" is wrong. It should be "convicted and hung".
