I see 2 wrong sentences in this, "write you" should have been replaced with write to you, and when I shall reach"to be replaced with "when I reach".

We don't use 'will' after the time clause (when, until, after). But we can use "will" if sentence means a "promise" or "offer".

@Poonam is right write is always followed by 'to' when it represents a letter or a page.

Since 1st sentence in future tense so the last sentence will be present tense.

Yes, you can use ''I will certainly'' instead of 'I shall certainly'.

While option C is correct no doubt, and the option B should be write 'to' you.
