As there is a body of volunteers that means it is a group of members, not one person. So has been should not used. Is it right ?

Because body is singular word 'has' should be used for plural 'have'.

Here has is pointing towards "A body" and not volunteers, and since, body is singular, "has" has been used and not "have".

Simple perfect continuous tense (has been organising).
We don't have anything like (has been organised).

@Sarin when group sounds like a single quantity, there we use rules according to the singular thing.
