Furniture itself is singular as the word like scenery so we can not use have. It should be furniture has been sent.

According to me, Has is a correct option. All the furniture has to be sent. It is true that Furniture is plural but it will be used as a singular. Like Army is plural but it is used with is not are.

Yeah, furniture is a community noun and hence we can't use it as a plural, so it has to be "All the furniture has been" just like "India has produced. ".
