What about the reference given in which it is mentioned the plural of baggage is baggage?

You can never say "luggages" but you can say "suitcases, " "bags, " "pieces of luggage" or "a luggage set. " There could be some contexts in which one of those would be more precise or clear than "luggage". Luggage is considered collective, meaning many things rather than for a single item. Luggages is simply not a word.

However, baggage is a plural noun of baggage as per the dictionary. I wonder why it can't be baggages?
