'Hardly had the President spoken' will be the correct sentence phrase in option A because to use hardly the rule is as:
Hardly + had + subject
Hardly + had + subject

In option B in place of 'a' we may use 'the' because 'few words' sounds plural type.

Hardly won't come in option a because hardly is meant recently or shortly.
