The president spoke hardly a few words when the microphone stopped functioning. I think should be proper order because both the action happening at the same time in both the clauses.

'Hardly had the President spoken' will be the correct sentence phrase in option A because to use hardly the rule is as:
Hardly + had + subject
Hardly + had + subject

In option B in place of 'a' we may use 'the' because 'few words' sounds plural type.

"Few words" in the sense representing plural. So the answer should be B.
