We can't use had unless there is another thing happened in the past. Here would have come late refers to future so we shouldn't use had.

We have standard sentence structure in English.

Simple past tense - Would.
Complete Past tense - Would have been + PP of Verb.

Here, it is the first case so I think answer A is correct.
