Then how can we include 'because' also. ? please explain. ! the answer will be C undoubtably. Agree with kaavya, gopal, irshita n print.

If option B must be used then the sentence would be - The reason for which he wrote the letter was that he could not contact him over the phone.

C is right because of reason and because both never comes in a sentence.
