But why not use which and use that in the answer?
As rules all, much, anything, the same, nothing, anybody, none, adjective in superlative degree.
That come in relative pronoun.
But in this sentence not come any kind of those word present.
So why in answer that is come?

Here we are talking about two past actions, so the action which happened first should be in past perfect so answer is C.

If we are adding information about the thing use which.
If we talk about a thing then use that.
I took the cycle, which he bought yesterday. (use comma, adding information about cycle).
I took the cycle that he bought yesterday. (talking about cycle).

Point in time is given (Yesterday) , so only bought should be used. The usage of "Had Bought" is wrong in this case.

My comment is "that" is used wrong. So we use only "which he had brought yesterday" is correct.

In this sentence we qualify the word cycle and that is in the form of simple present so the second parts of the sentence is in the form of past perfect tense.

There is no requirement for past perfect here. Since 'which' can serve as either a restrictive or non-restrictive conjunction, both A and D are acceptable answers. C is necessary only when the statement is emphatic.
