If we divide the sentence into two parts it should be "HE HAS NOT IN THE GOOD BOOKS OF HIS EMPLOYER BECAUSE HE LACKS HONESTY and HE CAN NEVER BE IN THE GOOD BOOKS OF HIS EMPLOYER BECAUSE HE LACKS HONESTY".

But the first part "HE HAS NOT ........ " is not complete the meaning of the sentence. so, it should be " HE HAS NOT BEEN ............".
