"Doesn't touch upon" and "touch on" mean the same. so it is either A or B.

Hi, it is obvious that 'upon' is wrong as it only used in motion. Now the word 'discourse' refers a state of rest. And 'on'is used in rest. Besides the last option is incorrect as 'touch on' is more appropriate than 'touch' to suggest one's involvement into something. So, option b is undoubtedly the correct answer.
