If implies the subjunctive. So we use were in such situations. "Will and was" denotes a certainity. While if is not certain so were suits here.

No, it is would have to be "if the whole world was banded" because the world is singular.

Never answer were banded because the whole world is singular so were is not possible.

Answer should be "was banded" because 'World' is a singular word not plural.

When we use "if" in first clause, "were" is used in second.
