Arrived to is wrong in all cases, but arrived in can work,

Example: My uncle arrived in a yellow cab.
Arrived in london.
Arrived at 5pm.

Arrived 'to' is used when a verb joins another infinitive verb. For example, she arrived to give me a paper.

Here, arrived is verb followed by infinitive verb -give'.

Also at a clarifying noun. Eg: An answer has arrived to my letter. "MY LETTER' is a clarifying noun.

In- this preposition is used where we are specifying a larger time area like in here.

At- it is used for a very narrow time. Eg: at 10:00 clock.
