The first sentence "As there was no time", it was a past tense so I think we should put a past tense in the second sentence.

Why not A? How come you can convey it as past tense by the sentence? It can also be present tense.

Deferred means postponed so it is the right answer.

Deferred to: must be followed by the reason of deferring (there is no time).
Deferred till/until: must be followed by specific time (next morning).
Deferred for: must be followed by a period of time (1 week).
Deferred till/until: must be followed by specific time (next morning).
