Basically who refers when we ask pointing someone like who are they? while whom refers to a particular person like with whom you are going out? so in the given sentence, it was said that the person has sold the house to a particular person so whom is to be placed instead of who.

In the sentence "was cheat" is in past, so the option which contains past form of the verb is correct and of course we might think an option "C", but past form never follows "to". Hence option "D" is correct.

After a preposition, the object form of the pronoun is used.

i.e To + whom (object form of who).
