No who is mainly used in subjective case here it is objective so man just whom, other yes it is past tense.

Since the man is receiver so he becomes object and object of the Relative pronoun is whom such as.
I killed the man.
I----- doer ---- Relative Pronoun should be (Who).
The man-----receiver----R P ( whom).
So, the answer is D.

If we see the construction of the sentence there is a word (WAS) which means the sentence is Past, & you cannot Answer A&B because it is present, while (C) could not be used for the very simple reason 1. There is a word WAS and if you answered (C) you made redundancy on the Sentence. 2. WHO is used after a noun or pronoun.
