There is no word despite of.

Inspite of = despite.

If you use like that they are start working when there is heavy rain but here given is while they are working there is an heavy but without considering it they are continuing with their work.

They continued to work --> Is in past tense whereas the option A is in the present tense. So option A should not be the answer.
