Yes, if sentence is negative form then question should be in positive. Then answer should be option D (does he).

Even though "dislike" has a negative connotation, grammatically it's a positive statement. Therefore, the correct tag is "doesn't he"?.

Since dislike is already a negative word then its question tag should be positive. Hence "does he" should be correct answer.
